I den lille Californiske kystbyen Bodega Bay begynner det å samle seg stadig større flokker med fugler. Folk i byen undrer seg over dette merkelige fenomenet, men myndighetene vil ikke tro at fuglene utgjør noen fare. Måker, gråspurv og kråker er da fredelige nok? Men det viser seg snart at dette ikke stemmer. Fuglene angriper oftere og oftere, og i stadig større mengder - og plutselig er det blodig alvor.
