Claude Frollo, a sadists justice minister becomes obsessed with the beautiful gypsy Esmeralda, after failing to catch her attention he orders hunchback, Quasimodo kidnap her. The Handsome Captain Phoebus saves Esmeralda and she quickly falls in love with him. Frollo flees from the scene of the crime leaving Quasimodo to take the blame, he is arrested and flogged.
