Downview High ligger i byens tøffeste kvarter og stemningen på skolen er alt annet en fredelig. Historielæreren, en tidligere Special Force-agent, Sam Decker har måtte finne seg i mye. Noe undervisning er det knapt mulig å gjennomføre, og i elevenes virkelighet råder andre regler enn skolens. Men nå er grensen nådd - han tolererer ikke skyteglade terrorister, verken på skolen sin eller på sin egen vaktrunde.
