More powerful than ever, Fantomas decides to impose a head tax on the rich and threatens to kill anyone who doesn't pay. His potential victims congregate in a Scottish castle to lay a trap for him, enlisting the help of Commissioner Juve and Fandor, the journalist. But quick-change artist Fantomas fools them all.
